The government is hoping to increase the number of organ donations by forcing driving license applicants to answer whether they would like to join the register.
Currently, although the question is posed, applicants are able to skip it but the proposed plans, to be instigated in July, will force them to answer the question.
The government claims this approach has been successful in increasing organ donors in US states such as Illinois, where the percentage has increased from 38 per cent to 60 per cent since 2008, compared to the UK's rate over the same period: 27-29 per cent.
Public Health minister Anne Milton has said that evidence has shown that many Brits are willing to donate their organs but have not yet registered.
"We also need people to think and talk about organ donation with their families so people know what family members want," she added.
This comes after news that blood stocks have been dropping due to the adverse weather conditions, making it more difficult for people to get to donation centres.
