GPs and pharmacists must work more closely if the best use of resources is to be made.
This is according to a report produced by the School of Pharmacy at the University of London and Boots, which suggested that without such progress, the NHS may not be able to make improvements to the quality of the services it provides and may fail to increase its productivity sufficiently.
Author of the report Professor David Taylor said: "After 2011, the NHS is unlikely to enjoy significant growth in its real overall spending for several years.
"We will have to make better use of existing resources and focus more on effective preventative measures."
He added that more effective joint working between community pharmacists and GPs will be "essential" for this.
Among the measures propounded in the report are creating shared financial incentives which reward both pharmacies and GP practices when they work efficiently together and promoting premises sharing.
The publication of the report follows widespread media coverage that government spending will have to be reduced for the foreseeable future as the UK recovers from the recession.
