New migrant controls 'may deter skilled workers'

New controls governing immigration may deter skilled non-European Union (EU) workers - potentially including those seeking medical jobs - from attempting to enter the UK, it has been suggested.
According to the Chartered Institute of Personnel and Development (CIPD), the plan to impose a four-year time limit on non-EU migrant's length of stay fails to discriminate between skilled and non-skilled labour.
The proposals follow a report which was conducted by the Parliamentary Cross-Party Group on Balanced Migration.
Chief executive of the CIPD Dr John Philpott said: "The plan would deter highly skilled migrants wishing to build long-term careers in Britain while encouraging a constant churn of short-stay low skilled migrants."
He added that any "sensible" plan to curb immigration should aim to avoid reducing skilled migrants from entering Britain.
A professional body for those involved in the management and development of workers, the CIPD claims to have around 130,000 individual members.
